China says it is in contact with the US and Russia about a possible Xi–Trump–Putin meeting at APEC
China has confirmed it is in contact with the United States and Russia about a possible three-way meeting of Presidents Xi Jinping, Donald Trump and Vladimir Putin on the sidelines of the APEC leaders' meeting in Shenzhen on 18–19 November. Foreign ministry spokesperson Mao Ning told a regular briefing on Wednesday: 'China is in communication on a China-Russia-US heads of state meeting with relevant parties.' Beijing has not confirmed the meeting will happen. The Kremlin said on 21 October that such a meeting — the first of its kind — was 'being prepared', while Ukraine's President Volodymyr Zelenskyy has warned against a summit that could redistribute influence like the 1945 Yalta conference.

Key points
- Mao Ning, on the record: 'China is in communication on a China-Russia-US heads of state meeting with relevant parties' — contact confirmed, the meeting itself not confirmed.
- The Kremlin said on 21 October the first-ever Xi–Trump–Putin meeting was 'being prepared', and Peskov says work is under way to organise it at APEC in Shenzhen, 18–19 November.
- Zelenskyy has warned the format could become a 'Yalta 2' that redistributes influence — his position, carried as such; no agenda for any meeting has been announced.
What happened
APEC's 2026 leaders' meeting in Shenzhen gathers 21 economies on 18–19 November, with Xi hosting, and both Trump and Putin expected — which is what makes a three-way encounter physically possible at all. It would land a week after the US–Ukraine–Russia delegations meet in Abu Dhabi on 10–11 November, and in the middle of Trump's own public optimism that Russia and Ukraine are close to a deal, carried on a separate Vozia page.
The three leaders' bilateral tracks are all warm on paper: Xi and Trump extended their 2025 trade truce this year and are due to meet again in Miami in December, while Xi and Putin meet regularly. A joint three-way format, though, has never happened, and the one capital with the most at stake in its subject matter — Kyiv — would not be in the room, which is the core of Zelenskyy's objection.
Claim by claim
Why this label: Mao Ning's words are the ministry's own on-record statement, reported by CNA (AFP copy, read in full in this pass via the live browser after the domain blocked text fetch) and in matching terms by the Global Times' report carried by MCI and by Xinhua's report carried in Spanish coverage. Under the principal's-own-words rule, that Beijing said this is verified; it confirms contact, not the meeting itself.
On the ladder: a claim earns Verified from primary evidence, or from two independent sources that do not copy each other.
Why this label: The Kremlin's position is carried as its own statements as reported by CNA (the 21 October 'being prepared' line) and by the Global Times (Peskov to the FT). The 'pressing China' detail is a single unnamed person's account in the FT reporting as relayed by the Global Times, and is labelled as such in the text.
On the ladder: a claim earns Verified from primary evidence, or from two independent sources that do not copy each other.
Why this label: Zelenskyy's own stated position as reported by CNA — verified as his position under the principal's-own-words rule. It is a warning about what such a meeting could become, carried as his position, not as a finding about the meeting's purpose, which has no announced agenda.

Why this label: The meeting's existence as a plan rests on the Kremlin's 'being prepared' and Peskov's 'work is under way' against Beijing's narrower 'in communication' — the gap between the two wordings is the story, and it is carried openly rather than resolved. The bilateral-meeting background is CNA's.
On the ladder: the evidence so far sits low — early, single or social sources. We publish the claim as a claim, never as fact.
What we know / what we don't know yet
What we know
- What Beijing said on the record (Mao Ning's 'in communication' line, CNA/AFP, corroborated by the Global Times and Xinhua reports); what the Kremlin said on 21 October and Peskov's 'work is under way' to the FT; the APEC dates and place; and Zelenskyy's stated warning.
What we don't know yet
- Whether the trilateral meeting will happen at APEC, and if so its agenda — no joint announcement exists and Beijing's wording stops at 'in communication'.
- Any US government response to the proposal — none was quoted in the reporting read in this pass.
- Whether Ukraine or European governments would be consulted or represented in any format around a three-way meeting.
Why it matters
A first-ever joint meeting of the US, Russian and Chinese presidents, on Chinese soil, in the middle of two wars those three capitals are shaping, would be a diplomatic event of the first order — and the argument over it has already started: Moscow says it is being prepared, Beijing confirms only contact, and Kyiv warns it must not become a new Yalta that settles other countries' futures over their heads.
