Mahama: Ghana joins BRICS as a partner, not a member — and stays non-aligned

President John Dramani Mahama told journalists at Jubilee House on Thursday 5 November 2026 that Ghana is joining the BRICS bloc as a partner country, not as a full member, and that the step is consistent with Ghana's long-standing non-aligned foreign policy. Quoting Kwame Nkrumah — 'We neither face east nor west; we face forward' — he compared the BRICS partnership to Ghana's economic partnership agreements with Europe. He also disclosed that the move began under his predecessor: a ministerial committee set up under Nana Akufo-Addo's administration recommended BRICS partnership, and his own Cabinet inherited the recommendation and approved it. Cabinet approval is Ghana's decision to seek partner status; BRICS has not confirmed Ghana's admission.

Key points

  • Mahama, Jubilee House, 5 November: Ghana joins BRICS 'as a partner' — 'We're not going as a BRICS member.'
  • He anchored the move in Nkrumah-era non-alignment: 'We neither face east nor west; we face forward.'
  • The recommendation began under the Akufo-Addo administration's ministerial committee; Mahama's Cabinet approved it.
  • Not yet settled: BRICS itself has not confirmed Ghana's admission as a partner country.

What happened

President Mahama made the remarks at a meet-the-press session at Jubilee House in Accra on Thursday 5 November 2026, after returning from a series of international engagements that included the third Russia–Africa Summit in Moscow in late October. Ghana's pursuit of BRICS partnership had drawn suggestions that Accra was gravitating towards the East; the President dismissed that reading directly.

Ghana's Cabinet approval for seeking partner-country status was announced by Foreign Minister Samuel Okudzeto Ablakwa in October, and opposition lawmakers demanded briefings at the time. BRICS — founded by Brazil, Russia, India, China and South Africa — has since expanded with newer members and a tier of partner countries; partner status is a step short of the full membership Ablakwa has said Ghana could work towards later.

Both sides, in their own words

Both sides heard. Neither believed for free. Publishing a side's version is not endorsing it — the claim checks below are where verdicts live.

Side A · The government's position

  • Partnership, not membership: 'There's BRICS membership and there's BRICS partnership. We're not going as a BRICS member. We're going as a partner' — the same kind of arrangement, the President argued, as Ghana's economic partnership agreements with Europe, and fully consistent with non-alignment.
  • The policy is one of continuity, not a partisan turn: the recommending committee sat under the previous NPP administration, and this government approved its recommendation in Cabinet.

Side B · The questions raised

  • Opposition NPP lawmakers demanded briefings and questioned the wisdom of the BRICS move when Cabinet approval was announced in October.
  • Foreign Minister Samuel Okudzeto Ablakwa has said Ghana will initially hold partner status and could work towards full membership at a later stage — a step beyond the 'partner, not member' line the President drew on Thursday.

Independently verified

President Mahama said at a meet-the-press session at Jubilee House on Thursday 5 November 2026: 'There's BRICS membership and there's BRICS partnership. We're not going as a BRICS member. We're going as a partner.' Mahama grounded the move in non-alignment, quoting Nkrumah — 'We neither face east nor west; we face forward' — and compared the BRICS partnership to Ghana's economic partnership agreements with Europe. Mahama said the BRICS partnership recommendation came from a ministerial committee established under former President Nana Akufo-Addo's administration, was submitted to Cabinet before the change of government, and was approved by his own Cabinet after he took office.

Why this label: The President's own words at an on-record press session, carried with matching wording by multiple Ghanaian outlets. Under the principal's-own-words rule this is verified as his stated position; it does not by itself confirm BRICS has admitted Ghana (see the Not-yet-verified claim below).

On the ladder: a claim earns Verified from primary evidence, or from two independent sources that do not copy each other.

Verified
Mahama grounded the move in non-alignment, quoting Nkrumah — 'We neither face east nor west; we face forward' — and compared the BRICS partnership to Ghana's economic partnership agreements with Europe.

Why this label: His own framing, reported verbatim. Whether partnership in practice stays non-aligned is a judgement for readers, not a fact Vozia settles.

On the ladder: a claim earns Verified from primary evidence, or from two independent sources that do not copy each other.

Verified
Mahama said the BRICS partnership recommendation came from a ministerial committee established under former President Nana Akufo-Addo's administration, was submitted to Cabinet before the change of government, and was approved by his own Cabinet after he took office.

Why this label: Verified as the President's on-record account of the process. No statement from the former administration confirming or disputing the account was in the reporting read — that absence is declared here, not filled.

Ghana has been admitted as a BRICS partner country.

Why this label: NOT established. Cabinet approval in Accra is Ghana's decision to seek partner status. Russia's Foreign Minister Sergey Lavrov has said Russia would seek the founding members' agreement on Ghana's application — support, not admission. No BRICS confirmation of Ghana's partner status was in the reporting read.

On the ladder: the evidence so far sits low — early, single or social sources. We publish the claim as a claim, never as fact.

What we know / what we don't know yet

What we know

  • The President's stated position: partner, not member; non-alignment unchanged; the process began under the previous administration and was approved by his Cabinet.

What we don't know yet

  • Whether and when BRICS will confirm Ghana as a partner country — Russia has voiced support, but no bloc confirmation was in the reporting read.
  • What partner status would concretely change for Ghana's trade, borrowing and diplomacy.
  • The former Akufo-Addo administration's response to Mahama's account of the committee's role — none was in the reporting read.

Why it matters

Ghana is one of West Africa's anchor economies, and how it positions itself between blocs is watched well beyond Accra. By presenting BRICS partnership as inherited, cross-party policy rather than a turn towards Moscow or Beijing, Mahama is trying to widen Ghana's economic options without spending the non-aligned credibility Ghana has carried since Nkrumah — but the distinction between partner and member, and what either delivers, will be tested by what BRICS actually grants.

Background

  • Foreign Minister Ablakwa announces Cabinet approval for Ghana to seek BRICS partner-country status; opposition lawmakers demand briefings.

  • Mahama attends the third Russia–Africa Summit in Moscow and restates Ghana's non-alignment.

  • At Jubilee House, Mahama clarifies: partner, not member — and credits the Akufo-Addo-era committee with starting the process.
