Russian strikes cause new power outages in seven Ukrainian regions, Kyiv area worst hit, energy official says
Russian attacks on Ukraine's energy infrastructure caused new power outages overnight and on Friday morning in seven Ukrainian regions, Deputy Energy Minister Artem Nekrasov said. The affected regions are Vinnytsia, Dnipropetrovsk, Zhytomyr, Zaporizhzhia, Kyiv, Kharkiv and Chernihiv. 'The situation remains most difficult in the capital region,' Nekrasov said, adding that utility workers were still having to impose network restrictions because of heavy damage. Separately, Russia's defence ministry said its forces struck an energy storage battery facility in Ukraine's Kyiv region and a cargo vessel in the Black Sea port of Odesa, adding that both were used for military purposes — Moscow's claim about its own strikes, carried as such.

Key points
- New outages in seven regions — Vinnytsia, Dnipropetrovsk, Zhytomyr, Zaporizhzhia, Kyiv, Kharkiv and Chernihiv — Deputy Energy Minister Nekrasov said.
- Kyiv region is worst hit, with network restrictions still imposed because of heavy damage, the minister said.
- Russia's defence ministry says it hit an energy facility in Kyiv region and a cargo vessel near Odesa, claiming both were military-use — its claim, carried as such.
- No casualty or household count for Friday's outages had been established at publish time; none is invented here.
What happened
The strikes land in the same week Spain announced a €437 million air-defence-focused aid package for Ukraine and days before US-brokered talks resume in Abu Dhabi. Hitting the grid as temperatures fall is a repeated Russian pattern of recent winters, raising the cost of every outage as heating demand grows.
Friday's report is one night in a near-daily sequence: power stations in Kyiv and Zhytomyr regions on Wednesday, blackouts across swathes of the country on Tuesday. Each night's state is reported on its own official statement rather than merged into a rolling toll.
Claim by claim
Why this label: Verified on Reuters' report of 6 November (read in full in this run — the minister's own statement as reported by the wire). A Ukrainian energy minister's statement on his own grid is the primary official source for the outage state; damage detail beyond his words is not claimed.
On the ladder: a claim earns Verified from primary evidence, or from two independent sources that do not copy each other.
Why this label: Verified as the Russian defence ministry's stated claim, via Reuters syndication read via search in this run. The 'military purposes' characterisation is Moscow's, carried as its claim — this page makes no finding on the targets' use, and Ukrainian confirmation of those two specific strikes was not in the reporting read.
On the ladder: a claim earns Verified from primary evidence, or from two independent sources that do not copy each other.
Why this label: Verified across Reuters' 4 November report of the Wednesday strikes (read via search in this run). The pattern framing is Reuters' own context; the Abu Dhabi talks timing is carried as reported there.
On the ladder: a claim earns Verified from primary evidence, or from two independent sources that do not copy each other.

Why this label: Declared, not hidden: Reuters' Friday report carries no casualty or household count, and this page does not invent one. The Boryspil wounded figure (queue #1886) stays unverified until a second source or an emergency-service statement settles it.
On the ladder: the evidence so far sits low — early, single or social sources. We publish the claim as a claim, never as fact.
What we know / what we don't know yet
What we know
- Seven named regions have new outages after overnight and Friday-morning attacks, on the deputy energy minister's statement.
- Kyiv region's situation is the most difficult, with restrictions still in force.
- Russia's defence ministry claims strikes on a Kyiv-region energy facility and an Odesa cargo vessel.
What we don't know yet
- Casualties and households affected on Friday — not established in the reporting read.
- Restoration times for the seven regions.
- Ukrainian confirmation of the two specific strikes Russia claims.
Why it matters
Power is the front line Ukrainians feel first: every night the grid is hit, the next day runs on restrictions, repairs and generators. With talks due to resume within days, the pace of strikes on energy infrastructure is both a humanitarian pressure and a negotiating signal — which is why each night's official account is worth carrying exactly, without inflated numbers.
