US sanctions the Sharma network over false flags for Iran's shadow fleet, and a Turkish firm serving Iranian airlines

The US Treasury on Wednesday designated an India-based network it says supplied false flags and fake certifications to sanctioned vessels carrying Iranian petroleum, and a Turkish ground-handling company it says services US-sanctioned Iranian airlines — the latest action in its 'Operation Economic Outcast' campaign against Iran's oil revenue. Treasury says Suniel Kumar Sharma and his wife Jaspreet Preeti Shahid, based in Chandigarh, built fraudulent flag registries purporting to represent countries including Guyana, Eswatini and Laos; Sharma, Shahid, two associates and nine connected entities were designated under Executive Order 13902, and OFAC issued a new alert warning industry about falsely flagged vessels. Fugo Ground Services Inc was designated over its service agreements with sanctioned Iranian carriers. The conduct described is the US government's stated case; no response from Sharma, Shahid or Fugo appears in the reporting read.

Key points

  • Designated: Suniel Kumar Sharma, Jaspreet Preeti Shahid, two associates and nine entities — a network Treasury says sold false flags to Iran's shadow fleet — plus Türkiye's Fugo Ground Services.
  • Treasury's case: fake registries purporting to represent Guyana, Eswatini, Laos and others let sanctioned tankers (LATTAFA, BINARY STAR, VERA named) carry Iranian petroleum without valid insurance.
  • Fugo was designated for servicing six US-sanctioned Iranian airlines, several of them signed up weeks after their own designations in September.
  • The designations block the parties' US-linked property and bar US-person dealings; no response from any designated party appears in the reporting read.

What happened

Operation Economic Outcast, announced by Secretary Bessent on 24 August 2026, is the Treasury's campaign to sever Iran's remaining oil and evasion networks during the war; Wednesday's action follows a July resumption of the US blockade of Iranian ports after the collapse of a US–Iran memorandum, per Reuters. The maritime-fraud angle is the campaign's newest front: a falsely flagged tanker carries no valid protection-and-indemnity insurance, which Treasury says could leave billions in casualty damage with whichever state's waters it sails.

The Sharma network's alleged method, on Treasury's account, ran for years — as early as 2014 the couple sought to impersonate Dominica's flagging authority — and adapted as attention grew: registries were closed and reopened under other countries' names, and Shahid took over companies on paper.

Both sides, in their own words

Both sides heard. Neither believed for free. Publishing a side's version is not endorsing it — the claim checks below are where verdicts live.

Side A · The US Treasury's case

  • Sharma and Shahid ran fraudulent flag registries — websites purporting to represent countries from Guyana to Eswatini and Laos — that gave false flags and certifications to sanctioned vessels carrying Iranian petroleum, including for Iran's military and its proxies.
  • Falsely flagged vessels carry no valid insurance, so a casualty could leave billions of dollars of damage with the coastal state; Fugo Ground Services kept servicing Iranian airlines after their September designations.

Side B · The designated parties' position

  • No response from Suniel Kumar Sharma, Jaspreet Preeti Shahid, their companies or Fugo Ground Services appears in the Treasury release or in Reuters' report — their side is absent from the record so far, and this panel will be updated if they state one.
  • A designation is a US government determination, not a court finding: OFAC's own guidance, linked in the release, sets out how a designated person can petition for removal from the list.

The US Treasury's Office of Foreign Assets Control (OFAC) on Wednesday 4 November designated Suniel Kumar Sharma, his wife Jaspreet Preeti Shahid, Indian nationals Ashwani Kumar Dhiman and Ishwinder Singh, and nine connected entities — including Eswatini Maritime Affairs and International Ship Registry, Oceaniek Technologies India and Aryavart Ship Management — under Executive Order 13902, as part of 'Operation Economic Outcast'. OFAC also issued a new industry alert on the sanctions risks of dealing with potentially falsely flagged vessels. Treasury's stated case against the network: from Chandigarh, Sharma and Shahid impersonated flagging authorities — purporting to represent Guyana, Eswatini, Laos, Aruba, Nicaragua, Sint Maarten and others, through purchased web domains offering flagging, seafarer certification and vessel classification — and provided false flags to sanctioned vessels transporting Iranian petroleum, including the tankers LATTAFA, BINARY STAR and VERA. Treasury cites the April 2026 seizure of the false Guyana-flagged MAJESTIC X, which was carrying Iranian oil when boarded. Eswatini's authorities have publicly disavowed the Singapore-based Eswatini Maritime registry, Treasury says. OFAC also designated Türkiye-based Fugo Ground Services Inc under the same executive order, for operating in Iran's aviation sector: Treasury says Fugo holds direct service agreements with US-sanctioned Iranian carriers — Iran Air Tour, Saha Airlines, Sepehran Airlines, Varesh Airlines, Taban Airlines and Ata Airlines — and began servicing several of them in the weeks after their 8 September 2026 designations. Treasury Secretary Scott Bessent stated the campaign's terms: 'As we have said many times, under Operation Economic Outcast, you are either with us or against us. We know where you are, and we will sanction those who continue supporting the Iranian regime, whether by land, sea, or air.' Reuters reports the action's stated aim is to cut off Iran's ability to sell oil to fund the war with the US and Israel, and that it came a day after Democrats won control of both houses of Congress in the midterms. The legal effect of the designations: all property and interests in property of the designated persons in the United States, or in the possession or control of US persons, are blocked and must be reported to OFAC; US persons are generally prohibited from transactions involving them, and foreign financial institutions risk sanctions exposure for significant transactions on their behalf.

Why this label: The designations are the Treasury's own act, published in its press release sb0681 (read in full in this pass) and reported by Reuters (read in full). Reuters' count — the couple, two other Indian citizens heading two of the couple's businesses, and nine entities — matches the release's designation list.

Eswatini's authorities have publicly disavowed the Singapore-based Eswatini Maritime registry, Treasury says.

Why this label: Verified as the designating authority's stated case, from its own release: the designations and the account OFAC gives of the scheme are facts of record. The underlying conduct has not been tested in a court in any reporting read, and the designated parties have published no response — both limits are stated on this page rather than smoothed over.

Why this label: From the Treasury release (read in full); Reuters' account names four of the six airlines (Iran Air Tour, Saha, Taban, Ata) — the release's fuller list of six is carried here and attributed to Treasury.

What we know / what we don't know yet

What we know

  • The designations themselves, the people and entities named, and the executive order used (E.O. 13902) — from the Treasury's own release.
  • Treasury's stated grounds for each designation, and the sanctions' legal effects.
  • OFAC issued a fresh industry alert on falsely flagged vessels alongside the designations.

What we don't know yet

  • Any response from Sharma, Shahid, their companies or Fugo Ground Services — none appears in the release or in Reuters' report.
  • Whether the governments of India or Türkiye will respond, and whether any designated vessel changes flag or stops sailing.
  • What the designations do to Iranian oil volumes — Treasury's wider claims about Iran's economy (a collapsing rial, inflation around 90%, per its previous week's statement as reported by Reuters) are the department's assertions and are not independently verified here.

Why it matters

Iran's oil moves on ageing tankers that survive by paperwork — flags, registries and certificates. Wednesday's action goes after the paperwork itself: if the false registries close, the vessels they flag lose their cover story in every port, and a Turkish handler's designation warns the aviation side of the same trade. It is also a test of how far US designations reach into India- and Türkiye-based services that never touch US soil.
